The Economics of Spyware and Adware: How the Spyware Business Model Encourages Illegal and Unethical Activity

Spyware is a growing problem for Internet-connected computer users. It can barrage you with pop-up ads, make your computer unstable, and send your web browsing activity to marketers. Yet spyware publishers defend their applications, claiming that they provide a valuable service for consumers; providing premium content and software in exchange for viewing targeted advertising. The problem is that the business model often encourages unethical or illegal activity. This paper will examine the spyware business model, and discuss how per-click or per-install commissions in affiliate programs encourage illicit activities such as click fraud, and the installation of spyware software through security holes without the end user’s knowledge or consent.
